程广中总领事在庆祝中国国庆69周年招待会上的讲话

  尊敬的沙捞越州元首塔伊布阁下和夫人,

  尊敬的沙捞越州首席部长代表、副首席部长道格拉斯阁下,

  尊敬的国际贸易与电子商务部长兼第二财长黄顺舸阁下,

  尊敬的地方政府部长沈桂贤阁下,

  尊敬的旅游、艺术、文化、青年及体育部长阿都卡林阁下,

  各位来宾,各位朋友,

  女士们,先生们,

  大家晚上好!

  热烈欢迎并衷心感谢大家的光临,看到这么多朋友欢聚一堂,我感到非常高兴。2018年是一个特殊的年份,不仅是中华人民共和国成立69周年,也是中国改革开放40周年。始于1978年的改革开放促进了中国的快速发展,为人民的生活带来了翻天覆地的变化。中国有一首歌叫《春天的故事》,可能在座的好多朋友都听过,里面有一句歌词是“神话般地崛起座座城,奇迹般聚起座座金山”,形象地描述了改革开放给中国带来的巨大变化。我顺便透露一下,我的爱人高老师一会儿将为大家演唱这首《春天的故事》。

  正如歌词里描绘的那样,40年改革开放“奇迹般地聚起座座金山”。40年间,中国的GDP从3645亿元人民币增长到2017年底的82.7万亿,年均增长约9.5%,以美元计算对外贸易额年均增长14.5%,城镇化率由17.9%增长到58.52%。2018年上半年,中国的GDP总量41.9万亿元,约合6.5万亿美元;货物进出口总额达14.1万亿元。我们可以看到,中国经济正在高质量发展轨道上,又稳又好地前行。

  40年来,中国坚持打开国门搞建设,成功实现从封闭半封闭到全方位开放的伟大转折,不仅全面改变了中国、也深刻影响了世界。如今,中国已经成为世界第二大经济体、第一大工业国、第一大货物贸易国、第一大外汇储备国和全球经济增长第一大贡献国。中国占世界经济份额从1978年的1.8%增长到2017年的15%左右,连续多年对全球经济增长的贡献率都超过了30%,已经成为世界经济增长的主要稳定器和动力源。

  在做好自身发展的同时,中国还秉持共商、共建、共享的合作理念,积极推动“一带一路”倡议、亚洲基础设施投资银行等合作机制,致力于构建“人类命运共同体”,与包括马来西亚在内的各国分享发展红利。目前,已有100多个国家及国际组织同中国签署了“一带一路”合作文件。中国对“一带一路”沿线国家直接投资超过了700亿美元,与沿线国家合作建设了82个境外经贸合作区,为当地创造了24.4万个就业岗位。我想强调的是,中国的发展,对马来西亚乃至全世界都不是威胁,而是重大机遇。

  女士们,先生们,

  我是今年3月来沙捞越任职的,在这半年多时间里,除古晋外,我还去过诗巫、民都鲁、美里、斯里阿曼、西连和三马拉汉。每个地方的秀美风光都让我赞叹不已,沙捞越真的是一块物华天宝、政通人和的福地。州元首塔伊布曾经说过,“沙捞越拥有多元民族、不同宗教,然而大家互相尊重体谅,各民族和谐共处” ,我非常赞同。我在沙捞越的时间不长,但无论是出席元首府、州政府的活动,还是参加华社、商界的庆典,都充分感受到沙捞越不同民族和谐共存、多元文化交融辉映的独特魅力。

  尤其让我感到高兴的是,中国与沙捞越的友好交流与互利合作成果喜人。双方保持着密切友好的高层交往,互利合作亮点纷呈,民心相通不断走向深入,在工业制造、商品贸易、农林牧渔、文化教育、旅游人文等领域都取得了丰硕的合作成果,为双方人民带来了实实在在的福利。这些成绩的取得,离不开沙捞越政府对中国的高度重视和对促进中沙友好合作关系的努力,离不开在座各位朋友为深化中沙各领域务实合作的杰出贡献。稍后,我们将和主宾们一起为部分中国和沙捞越企业颁发“中国与沙捞越企业合作纪念”奖。

  各位来宾,各位朋友,

  今年既是中国改革开放40周年,也迎来了中国和马来西亚建交44周年。中国有句成语,叫做“四十不惑”,我觉得“不惑”二字,既可以表示中国对自身改革开放与和平发展道路的自信,也可以形容中国与马来西亚互利友好合作关系的坚定。40多年来,中国和马来西亚是一起爬坡过坎的好朋友,友谊历久弥新。中国已成为马最大贸易伙伴、制造业最大外资来源国、工程施工总承包最主要合作方和最大的旅游客源国。中马关系向前发展符合两国人民的意愿。

  当前,中马关系正处于厚积薄发、继往开来的历史新起点。双方应以共建“一带一路”为契机,通过互利合作共享发展机遇,实现共同繁荣,做真诚相待的好邻居、互利共赢的好伙伴、荣辱与共的好朋友。我相信,在我们的共同努力下,中国和包括沙捞越在内的马来西亚的互利友好合作会更上层楼,沙捞越的明天会更加美好!

  最后,祝在座的各位朋友幸福安康!祝愿美丽的沙捞越政通人和、风调雨顺!祝中马人民友谊万古长青!希望我们的友谊,像美丽的沙捞越河一样源远流长!

  Distinguished guests,

  Ladies and Gentlemen,

  Good evening!

  First of all, I would like to extend my warmest welcome to all the guests to this reception. It’s really a pleasant gathering to have you all here! For us, year 2018 is very special, because it is not only the 69th anniversary of the establishment of People’s Republic of China, but also the 40th anniversary of China’s Reform and Opening Up. Ever since the reform and opening up in 1978, China’s economy has experienced rapid growth, tremendous changes have taken place in China. Those changes are well illustrated in the lyrics of a commonly known Chinese folk song named The Story of Spring, which quotes, many modern cities were built up marvelously, large amount of treasures were piled up like hills magically. By the way, Madame Professor Gao Cuilian, my wife, will sing this song later tonight.

  Just like the lyrics describes, a large amount of treasures were piled up like hills during the past 4 decades of reform and opening up. Over the past 40 years, China's GDP has grown from 364.5 billion yuan to 82.7 trillion yuan at the end of 2017, with an average annual growth rate of about 9.5 percent. The foreign trade volume calculated in US dollars increased 14.5% annually, the annual growth rate of China's urbanization has increased from 17.9 percent to 58.52 percent. In the first half of 2018, China's GDP totaled 41.9 trillion yuan, or about $6.5 trillion US dollars. Total imports and exports of goods reached 14.1 trillion yuan. We can clearly see that the Chinese economy is on the track of high-quality development and moving forward steadily and healthily.

  Over the past 40 years, China has been committed to opening its door to the world and successfully achieved the great transition from semi-closure to all-directional opening, which has not only comprehensively changed China, but also profoundly affected the world. At present, China has become the world's second largest economy, largest industrial country, largest commodity trader, largest foreign exchange reserve and largest contributor to global economic growth. China's share of the world economy has grown from 1.8 percent in 1978 to about 15 percent in 2017. For several successive years, China has contributed more than 30 percent to global economic growth. China has been becoming the main stabilizer and generator of the world economy growth.

  Except for its own development, bearing the principle of achieving shared growth through discussion and collaboration in mind, China has continuously promoted the Belt and Road Initiative and many new cooperation mechanisms such as Asia Infrastructure Investment Bank, committed to build a community with a shared future for mankind, and shared the development benefit with other countries including Malaysia. Up till now, more than 100 countries and international organizations have signed cooperation documents with China. In countries along the "One Belt And One Road" route, China has directly invested more than 70 billion us dollars, built 82 overseas economic and trade cooperation zones and created 244,000 local jobs.I would like to stress, China's development is not a threat to Malaysia or the world, but a major opportunity.

  Ladies and gentlemen,

  I came to Sarawak in March of this year. During the past six months, I have been to Sibu, Bintulu, Miri, Sri Aman, Serian and Samarahan. I was amazed by the beautiful scenery in every place. Sarawak is really a place of treasures, political experts and great people. Just as the our guest of honor His Most Excellency Governor of Sarawak said, “In Sarawak, the practice of tolerance and respect of each other’s culture and religions has enabled the people to live harmoniously and peacefully.” I couldn't agree more. I have not been in Sarawak for a long time, but I fully felt the unique charm of the harmonious coexistence of different ethnic groups and the integration of diverse cultures in Sarawak, no matter attending the activities of the state government, or attending the celebrations of the Chinese society and the business community.

  I am particularly pleased that the friendly exchanges and mutually beneficial cooperation between China and Sarawak have yielded encouraging results. Our two sides have maintained close and friendly high-level exchanges, and mutually beneficial cooperation has been highlighted. People-to-people exchanges have been deepening, fruitful cooperation has been achieved in manufacture, trade and commerce, agriculture, forestry, animal husbandry and fishing, tourism, cultural and educational exchanges. All these cooperation has brought tangible benefits to both peoples. These achievements cannot be achieved without the high attention paid by the Sarawak government to China and its efforts to promote the friendly and cooperative relations with China, as well as the outstanding contributions of all friends present here. Later, our guests of honor will join us to present commemorative badges to some Chinese and Sarawakian enterprises for their contribution to the friendship and cooperation between China and Sarawak.

  Ladies and gentlemen,

  This year marks both the 40th anniversary of China's reform and opening-up and the 44th anniversary of the establishment of diplomatic ties between China and Malaysia. There is a Chinese idiom, which means "never be confused at forty". In my opinion, "never be confused" can either express China's confidence in its path of reform, opening up and peaceful development, or describe China's firm commitment to mutually beneficial, friendly and cooperative relations with Malaysia. For more than 40 years, China and Malaysia have been good friends who have climbed the steep hills together. China has become the largest trading partner of Malaysia, the largest source of foreign investment in manufacture, the most important partner of the general construction contract, and the largest source of tourists. To push forward China-Malaysia relations is in line with the wishes of our two peoples.

  At present, China-Malaysia relations are at a new historical starting point. The two sides should take the opportunity of co-building "One Belt and One Road", share development opportunities through mutually beneficial cooperation to achieve common prosperity, and be good neighbors who sincerely treat each other, good partners for mutual benefit and good friends who share weal and woe. I am confident that with our joint efforts, the mutually beneficial and friendly cooperation between China and Malaysia, including Sarawak, will be enhanced, and the future of Sarawak will be even brighter.

  Finally, I wish you all happiness and good health! Wish the beautiful Sarawak prosperity and good luck! May the friendship between the two peoples last forever! I hope our friendship can be as lasting as the beautiful Sarawak river!
